Federal Librarians SIS Co-Sponsors Talk with Roberta Shaffer

The LLSDC Federal SIS and the Federal Library and Information Center Committee’s (FLICC) Human Resources Working co-sponsored a Learning @ Lunch talk on November 5, 2009. The guest speaker was Roberta Shaffer, Law Librarian of Congress. The topic of the session was competencies needed by Federal Law Librarians in today's workplace.

Ms. Shaffer started the discussion on competencies by tracing the development of the GS pay system from its inception in the early 1950s to its present and future evolution into a new system based on performance. The original GS system, static and based on the premise of vertical mobility within the work environment, does not adequately encompass the skills of today's librarians. We’re now working in a dynamic environment and need to utilize an ever-increasing number of skills. These skill sets or competencies cannot be adequately measured by the old GS grading scales. The term "complexitivity" would be appropriate to define these competencies. Complexitivity, defined as a dynamic system, influenced and impacted by constantly changing forces, describes the role of today's librarian.

In looking at the future of the profession, FLICC developed the Federal Librarian Competencies to define the knowledge, skills, and abilities (KSAs) needed to perform successfully as a federal librarian. The Federal Librarian Competencies, which can be found on the FLICC Web page (http://www.loc.gov/flicc/publications/Lib_Compt/Lib_Compt_Oct2008.pdf), although not yet officially recognized by OPM, have been successfully used by a number of Federal librarians in classifying positions, writing position descriptions, and negotiating for classification changes.

The discussion of both the history of the federal pay system and the FLICC competencies was thought-provoking, as Ms. Shaffer challenged the group to think about how our roles have changed and how they will continue to change in the future.

The Business Side of Law Firms - What Librarians Need to Understand to Succeed in the New Law Firm Reality

Barry Strauss, Executive Director of Wiley, Rein challenged librarians to rise to the stark changes facing us in the new law firm reality of layoffs, shrinking budgets and heightened insecurity. His basic message was clear: earn your seat and influence the management table by proving value and develop an overall understanding of your firm's goals. Often librarians are perceived as excellent researchers and information providers but their profile in the power structure of the firm can be low. This affects our ability to advance projects and communicate with decision makers which in turn diminishes our role. Strauss suggested that accomplishing what is best for the firm and the library is a combined effort involving proactive communication and strategic alignment on the part of the library manager. Blaming other departments or complaining about lack of exposure or receptiveness from management must be a thing of the past. If we don't get an answer, Strauss says we should find different ways to ask. He encouraged his audience to "manage their bosses" by finding ways to demonstrate our departmental contribution to the success of the firm. Reminding us, for example, that a dollar saved in expense can translate to three dollars in revenue. This is a time of opportunity for librarians and we must not shy away from the challenges. Understanding your firm's business and the opportunity that the current challenging conditions may offer the library is a critical path to success.

Alternatives to Lexis & Westlaw

The LLSDC Education Committee held a program on low-cost alternatives to Lexis and Westlaw on Thursday, December 10. Hosted at Morgan, Lewis, and Bockius, the program began with Roger Skalbeck and Todd Venie, both librarians at Georgetown, presenting information they have collected about four primary law databases: Fastcase, Casemaker, Loislaw, and VersusLaw. They then shared some conclusions they had reached about the databases and their individual strengths and weaknesses.

The second half of the program was a discussion of whether these databases could actually be used to lower research costs at local firms. Participants discussed their experiences in using these databases, as well as reasons for not yet subscribing to them. The discussion also addressed how these databases compare to sources of free legal information on the Web, especially the case law material that was recently added to Google Scholar.

Book Club

We are planning to start back up the fiction/leisure reading book club that we had going for several years. The first date is Wednesday, January 20. We will plan on every third Wednesday and the meetings will be from 6-7pm to catch you right after work. To get us started, the reading discussion for January will be very broad - what you read over the holidays and really liked or what you got for a present. Once we get the meetings organized we'll be doing the theme oriented topics again so we can get a broader book choice for everyone.

Billie Grey at the VA has agreed to host the meetings. She is located at the MacPherson Square exit on Metro so it is easily accessible. Her instructions on access are below. Since this is a government building you will need to be sure to have a picture ID.

Meeting in Board of Veterans Appeals Research Center Room 814, 811 Vermont Ave. NW. This building is across the street from the West entrance to the McPherson Square Metro station, on Vermont Avenue between H and I Streets. Main VA building is across Vermont Avenue. This is a Federal office building so you will need to go through security to enter. You will need to show them a picture ID and tell them that you are visiting me. Your bag and coat will be put through a scanner so no pocket knives or such items. I will need to escort the folks who attend. The best arrangement will be for me to wait in the lobby as folks arrive. Once it gets to be 6P, I will escort all who have arrived up to the room. Anyone arriving when I am not in the lobby should call me on my cell phone (571-334-9302). My office phone (202-461-8182) is not near where we will be meeting, calling on that number will not work very well. The guards will have only my office number, so it is best if you bring my cell phone number.

The Legislative Histories site to non-commercial and to commercial legislative histories is jointly sponsored by the Society's Federal Law Libraries Special Interest Section and Legislative Research Special Interest Section. Many of the non-commercial histories come from Federal agency libraries with special thanks to the Department of Commerce Law Library. It is hoped that other agencies and firms will add their collections to it in the future. Commercial legislative histories listed are from Westlaw, LexisNexis and HeinOnline. ILL SIS Bylaws Revision

Objectives:

This revision eliminates the secretary and treasurer positions, and better defines the duties and terms of office for the president and vice-president. These positions may be restored at any time via the same amendment process used to eliminate them.

To amend the bylaws, the majority of the SIS must approve the revision and 15 members must sign a petition that will be submitted to the Board for approval. This is your vote to approve or disapprove.

Current Bylaws –
ARTICLE V. Officers and Committees.
Section 1. Officers. The officers shall consist of a president, vice-president/president-elect, secretary and treasurer. The term of office for each officer shall be one year.

Section 2. Duties of the Officers. The president, vice-president/president-elect, and secretary, and treasurer shall perform the duties usually pertaining to their respective offices. Among such duties shall be the assessment of dues as approved by the Executive Board of the Law Librarians' Society of Washington, D.C., Inc.

Revised Bylaws –
