The United States Code is the official and essential source for federal statutory law research. For many researchers it is the only place they look. On close examination, however, the Code has shortcomings: laws are hidden in notes and appendices, other valid and current laws are left out entirely, the authority of the language in the Code varies from Title to Title.

Biography
Will Tress, Law Library Director and Assistant Professor, came to the University of Baltimore in 1985 from the Enoch Pratt Free Library, where he had been a Subject Specialist since 1974. At the University, he has held the positions of Reference Librarian, Associate Director, and Assistant Director for Information Technology. Prof. Tress is admitted to practice in Maryland.
